Jason Begger - Founder
Jason Begger has 20 years of public policy, government affairs, communications, lobbying, messaging, and project management experience. He has worked extensively in the energy and natural resource extractive industries, having worked with electrical utilities; coal, gold, copper, rare earths and lithium mining; oil and gas production; energy export terminals; renewable energy; and carbon capture, utilization and sequestration (CCUS). As the former Executive Director of the Wyoming Infrastructure Authority, he served on the cabinets of Wyoming Governors Matt Mead and Mark Gordon, gaining a unique understanding of the energy markets, transmission infrastructure and export capabilities.
Growing up on a ranch in eastern Montana, Jason has firsthand knowledge of production agriculture, public lands and water issues. He carried this knowledge to Washington, DC starting his career working for the late U.S. Senator Conrad Burns (R-MT) and later staffing the House Agriculture Committee and House Energy and Water Appropriations Subcommittee for former U.S. Representative Denny Rehberg (R-MT).
Jason has broad local, state, national and international experience; having worked with leaders in Wyoming, Montana, Colorado, Texas, Oklahoma, Missouri, Kansas and Arkansas. In his role at the Wyoming Integrated Test Center (ITC), he helped lead the State of Wyoming’s efforts with Japan to develop carbon capture, utilization and sequestration (CCUS) technologies and has hosted and spoken with delegations from around the world. Jason’s work has taken him all over the globe developing a deep understanding of international energy issues.
Jason served as the original Managing Director, leading the project through the development, construction and now operations phases; partnering with Basin Electric Power Cooperative, Tri-State Generation and Power Cooperative, and the National Rural Electric Cooperative Association. The ITC is now the largest facility of its kind in the western hemisphere, hosting CCUS technologies from all over the world, including the final round of the NRG COSIA Carbon XPRIZE. The ITC has relationships with global CCUS leaders, such as the U.S. Department of Energy, the National Carbon Capture Center (NCCC), the International Carbon Capture Test Centre Network, the Japan Coal Frontier Organization (JCOAL), Kawasaki Heavy Industries, Membrane Technology and Research (MTR), Air Liquide, TDA Research, Gas Technology Institute (GTI), the University of Wyoming School of Energy Resources, the University of Kentucky, and Columbia University. Jason currently serves as the contracted Stakeholder Relations Director and has been closely involved in securing over $250 million worth of projects slated to test at the ITC in the coming years.
